Apprehending ad verse remarks from the High Court, the Goa Coastal Zone Management Authority (GCZ MA) has directed the North Goa Collector and the Depu ty Collector/SDO, Bardez, to immediately demolish the illegal structures erected by M/s Duhra Developers and Hospitalities Pvt Ltd in the No-Development Zone (NDZ) at Dando, Candolim. The GCZMA had issued a demolition order on September 9, 2025, but no steps were taken on the ground.
The inaction prompted advocate Rohit Bras de Sa, rep resenting the Calangute Constituency Forum, to issue a le gal notice to the GCZMA pointing out non-compliance with its own order, the destruction of sand dunes, and blatant violations of CRZ norms. Following the notice, the GCZMA wrote to the district authorities insisting that its directions be executed on top priority and that compliance be reported without delay. When the matter came up before the High Court of Bombay at Goa, government advocate NeehalVernekar informed the bench that the authorities were “in the pro cess” of taking suitable action. The Court posted the mat ter for further hearing on December 15. Although the GCZMA had granted permission in Sep tember 2023 for “reconstruction” of alleged existing houses in Survey No. 112/4 at Candolim, the Authority subsequently concluded that the clearance had been pro cured through fraud and misrepresentation. The approval now stands revoked, and all works at the site have been declared illegal and liable to removal, with the land to be restored to its original condition. The Calangute Constituency Forum has sought direc tions from the Court to demolish every structure, plinth, foundation, and construction activity carried out in the CRZ-III NDZ and to restore the area, including its sand dunes, in consultation with competent scientific bodies. It has also demanded that the State government and GCZ MA initiate proceedings for environmental compensation and prosecution under the Environment (Protection) Act, 1986, citing fraudulent permissions and ecological dam age. The case stems from a complaint filed on February 18, 2025, after which the GCZMA issued a show-cause notice cum-stop-work order. The Authority concluded that the project proponent had misled officials using a falsified survey plan, necessitating the revocation of the permis sion and initiation of enforcement action now pending with the district administration
