Government Employees Union (GGEA) has decided to launch a campaign against blatant
violation of transfer rules in government departments claiming this was
impacting public service.
“There
is no effective implementation of transfer guidelines. Top officers give silly
reasons like ‘transfer in public interest’ to justify their decisions. This has
affected the performance of several employees as they fail to offer proper
public service,” GGEA President John Nazareth said on Wednesday.
The
association pointed out that lower ranked employees are often pulled up for
minor mistakes, issued memos, transferred or suspended thus demoralizing them.
“No action is taken against top level bureaucrats,” he rued.
Nazareth
also slammed Chief Secretary (acting) R K Srivastav for not paying heed to
their demands concerning welfare of government employees and highlighted nuisances
in various departments. “Ignoring our demands has raised discontent among
government servants,” he said warning to conduct mock felicitation of officers
failing to discharge their duties.
“We will
take up the oppressions and atrocities meted out to us in the people’s court.
GGEA on its own will frame chargesheets against such erring officers and issue
them in public places. If the concerned officer does not turn up to explain the
charges, we will hand over the chargesheet to a small effigy and distribute it
to the public,” the association president added, reiterating the associations stand
to intensify the campaign.
After
its recent successful campaign opposing service extensions to 95 government
servants who had attained superannuation, GGEA claimed the government now
rethinks before employing retired employees/officers on contract. “We have
learnt that out of the total, less than 25 are on service extensions,” he said.
GGEA
also pointed out to alleged irregularities over closure of ITI Vasco, unsafe
ITI building at Mapusa, fraud in purchase of yarn at TCP centres, purchase of
unbranded sewing machines in ITIs and non admissibility of the post of Director
in the SDCT among others.
