Govt stability may be threatened by unrest of own MLAs: Congress

Says government would have collapsed by now if Congress had tried to destabilise it; Kavalekar says Goa is going backward in terms of development

PANJIM: The Congress Legislative Party (CLP) on Friday said that the BJP-led government in the State would have collapsed by now had the Congress tried to destabilise it in any way.
The BJP executive committee on Thursday had denounced attempts by the Congress and vested interests to destabilise the government even as the State is trying to cope with the scenario arising out of the closure of mining operations.
Addressing the media after an emergency CLP meet to discuss administrative failures, Leader of the Opposition Chandrakant (Babu) Kavlekar said, “Congress did not destabilise the government. If we had tried doing it then the government would have collapsed by now.” 
He added, “There might be unrest among BJP MLAs, so the party must have felt a threat to the stability of the coalition government and there can be many reasons for that. One maybe because there is no development in their constituencies.”
He further said that development works in the opposition MLA constituencies are zero, that the funds allotted to them are only on paper and that in absence of the chief minister there is a complete failure.
“Development is zero in the constituencies. Chief Minister Manohar Parrikar had told us that Rs 25 crore for plan work and Rs 3 crore for non plan work would be sanctioned but till now it is only on paper. In reality not even Rs 25 has been spent, the files are just moving. Goa is going backward in terms of development,” he said.
The CLP also demanded that all decisions taken by the government, in the absence of the Chief Minister, except those on humanitarian grounds, be quashed and set aside as the administrative powers accorded to Cabinet Advisory Committee (CAC) are unconstitutional. 
“If you see, more than two months after Supreme Court passed an order on mining, the government has failed to work out a solution to the crisis. CAC has failed to handle the issue. Hundreds of people have been retrenched by mining companies but the government is silent.” Kavalekar added.
GPCC President Shantaram Naik said the government might be unaware as to whether the 2011 or 2021 Regional Plan is in force. 
“In the Legislative Assembly some ruling MLAs said that the plan would be denotified while another MLA said it would be kept in abeyance. On the contrary in the Governor’s speech in 2012 it was said, the government was concerned about the issues affecting the general public of which the RP 2021 was one of them,” Naik said.
