PANJIM: After much-delay, the State government has initiated process to set up Rs 240 crore Integrated Solid Waste Management Plant (ISWMP) at Bainguinim.

ISWMP considered to be a centralised facility for the State, will be set up on public private partnership (PPP) model with 100 per cent financing by successful bidder.
The Goa Waste Management Corporation (GWMC) has invited applications for pre-qualification for the design, engineering, financing, construction, supply, installation, commissioning, performance run and operation and maintenance bid from the qualified bidders.
The tender is for a period of 10 years. The last date for submission is November 9.
The 250 TPD capacity solid waste processing facility, is based on recycle and sorting line, segregation, bio-methanation and composting facility.
The GWMC has decided to undertake development and operation and maintenance of the project through PPP on a design, build, finance, operate and transfer (DBFOT) with 100 per cent financing by the successful bidder.
“The project construction duration is 15 months (including monsoon). After the successful completion of construction, a period of two months shall be provided for plant stabilisation and further a period of one month shall be used to provide guaranteed performance run to demonstrate the performance standards,” the tender document reads.
The GWMC shall pay 100 per cent towards the cost as capital grant over the period of concession of 10 years.
In the design capacity of 250 TPD, the dry waste treatment will be 40 per cent while the balance 60 per cent is for wet waste.
The CCP had in 2009 acquired 1.71 lakh sq mtrs of land at Bainguinim to set up the ISWMP to handle the waste generated in the State capital. However, the proposal was caught in a legal battle, following an objection raised by the local village panchayat.
In 2017, the project was handed over to GWMC with CCP transferring the land to the waste corporation. The project had received environment clearance in January, this year.
