How has Zilla Panchayat in the South performed?

With the Zilla Panchayat elections around the corner, JULIO D’SILVA takes a look at what the South Goa ZP members have achieved in their five-year-term for their constituents. Together, the 25 SGZP members utilised Rs 33.58 crore to undertake 72 works in their constituencies. While questions have been raised about the importance of such ZPs and the poor functioning of the district planning committee, a review of what all has been done in the South ZP constituencies, should put things in perspective

The 25 members of the South Goa Zilla Panchayats utilised Rs 33.58 crore to undertake 72 works in their constituencies. Various types of infrastructure like roads, drains, cross drains, etc were undertaken by the Zilla Panchayat (ZP) members including works for religious institutions and for sports and cultural organisations.

With the exception of two constituencies in other constituencies, the works undertaken in the last five years are worth more than Rs 1 crore. However, in Sancoale constituency, only 14 works worth Rs 57.02 lakhs were undertaken.

The amount spent in Guirdolim constituency, where 27 works were undertaken just missed the Rs 1 crore mark as works worth Rs 99.47 lakhs were undertaken. Elsewhere, Nuvem constituency just crossed the Rs 1 crore work mark as the 32 works undertaken there cost Rs 1.01 crore.

Maximum number of projects were undertaken in Curti constituency where 50 works were taken up spending Rs 1,54,43,165. This was followed by Usgao Ganjem where 34 works were done at the cost of Rs 1,51,48,208.

Colva constituency ranked third in the highest number of works undertaken as the 46 projects done in this coastal area cost the exchequer Rs 1,38,36,567. The least number of projects were undertaken in Sancoale where only 14 projects were taken up and they cost Rs 57,02,848.

The most amount was spent in Cortalim constituency where Rs 1,64,34,726 were used to undertake 37 works. This was followed by Sanvordem where Rs 1,55,38,010 was spent on 34 projects and at Curti Rs 1,54,43,165 was spent on the 50 projects.

Benaulim constituency where 44 works were undertaken spending Rs 1.43 crore, as many as five works were done by spending less than Rs 1 lakh on them. However the work done at the least cost was in Poinguinim constituency where RCC pipes were provided spending only Rs 35,031. The re-roofing of the shed for Murhudev Devasthan at Tankwada, in Usgao constituency was done at the cost of Rs 36,987.

The most amount spent on any single project in the 25 constituencies was Rs 13,44,926 that was spent to fix pavers for Our Lady of Snows Church at Raia. This was followed by the Rs 12,58,620 spent on constructing the market complex at Rumdamoll in Davorlim constituency.

In Guirdolim constituency though 27 works were undertaken spending less than Rs 1 crore, a drain was constructed from Kamat Hospital that cost Rs 12.60 lakhs.

Works undertaken for Fitness Projects

Only 18 of the 25 South Goa Zilla Panchayat (SGZP) members undertook works aimed at improving people’s health or encouraging fitness due to which only 5.75 per cent of the Rs 33.58 crores spent by them was utilized on such projects through the 59 projects undertaken.

The projects aimed at improving people’s health include construction of children’s park, constructing or improving play grounds, constructing gymnasium or providing gym material to organizations and such works were undertaken in only 18 constituencies in SGZP.

In all Rs 1.85 crores were spent on such projects with the highest amount of Rs 10.23 lakhs was used in Velim constituency on fitting tiles around the Chinchinim ground followed by Rs 5.47 lakhs worth playing equipment being provided for the Government Primary School at George wado in Carmona which is part of Benaulim constituency. The least amount of Rs 42,485 was spent on the children’s park in police Colony at Nagoa in Nuvem constituency.

Most such projects were undertaken in Navelim constituency where seven projects costing Rs 28.74 lakhs were taken up which included construction of children’s parks at Zamcotto and Udega in Dramapur Sirlim, fencing football grounds at Navelim and Telaulim and providing playing equipments for a school at Dramapur and at 2nd Dandio and Baincho vado in Telaulim.

This was followed by Benaulim where six projects were undertaken spending Rs 26.96 lakhs and the works included preparing the basketball court and stand for a school at Orlim where Rs 7.42 lakhs were spent.

In Sanvordem constituency five projects were undertaken using Rs 24.75 lakhs to construct a gymnasium at Kirlapal and to provide gym equipments in Kalay, Sanvordem and to Balsati Sports Club and Sateri Sports Club in Kirlapal.

The least number of projects were done in Betqui Candola, Davorlim, Usgao Gajnem and Barcem constituencies where only one project was undertaken while two projects were done in Borim, Xeldem, Sancoale, Colva, Cortalim, Poinguinim, Curtorim and Nuvem constituencies.

Works undertaken for Religious Projects

The South Goa Zilla Panchayat members used 30.65 per cent of the Rs 33.50 lakhs it spent on various projects in the last five years on creating infrastructure for religious places, be it churches, temples or mosques.

In all, an amount of Rs 12.7 crore was spent on creating infrastructure for religious places, with Sancoale being the only exception as no such project was undertaken there.

 In Usgao Ganje where the highest number of such projects numbering 21 was undertaken utilizing Rs 67.61 lakhs to prepare infrastructure for religious places. That amounts to  44.89 per cent of the total Rs 1.50 crore used in the constituency

Betqui Candola was where the second largest number of such projects numbering 20 was undertaken. It utilised Rs 85.77 lakhs for the same, which amounted to 83.42 per cent of the Rs 1.02 crore spent on the 24 projects undertaken in the constituency.

in Shiroda, 19 such projects were taken up for projects for religious institutes, which  amounted to 69.75 per cent of the total Rs 1.35 crore spent on taking up 37 projects in the constituency.

The least number of such projects was undertaken were at Velim where Rs 18.57 lakhs were spent on the four projects. This was followed by Navelim where Rs 24.40 lakhs were spent on the six projects including providing tomb stones for the Our Lady of Rosary Cemetery at Navelim.

However, the least amount spent on such projects for religious places was in Curtorim where only Rs 8.66 lakhs was spent on 9 projects followed by Raia where Rs 15.27 lakhs were spent on 12 projects.

The highest amount spent on any one project, was in Raia, constituency where pavers were provided for the Our Lady of Snows Church at Raia at the cost of Rs 13.44 lakhs followed by Rs 11.66 invested in the construction a shed for Lakhaneshwar Temple at Mudkud in Khola constituency.

The least amount spent on any project was the Rs 36,987 invested in re-roofing the shed of Murhudev Devasthan at Tankwada in Usgao constituency.

Incidentally, works worth Rs 24.81 lakhs were undertaken for Our Lady of Snows Church at Raia; Rs 16.41 lakhs were invested in works for St John Baptist Church at Benaulim and Rs 10.91 lakhs on works for St Michael Church in Orlim.

Furthermore, Rs 10.82 lakhs have been utilised to provide facilities for muslim places of worship at three places namely preparing parking place for Naga Masjid in Curti, installing pavers for Jamatul Muslemeen Sunnat Masjid at Shiroda and asphalting open space for Masjid at Mardol.
