PANJIM: A Magisterial inquiry has been ordered into the death of murder under-trial Yellapa Karbal, who died while in judicial custody at Colvale Jail. The Bagalkot, Karnataka native had succumbed to COVID-19 infection. However, as per the law his exact cause of death has to be ascertained through medical reports and an impartial inquiry.
The High Powered Committee’s report states that the Chief Judicial Magistrate, Panjim has directed the Judicial Magistrate First Class, Mapusa to conduct an inquiry into the death and submit a report as per the procedure. The Committee is headed by Justice M S Sonak with Chief Secretary Parimal Rai and Inspector General of Prisons Srinet Kothwale is also a part of it.

“As required under Section 176(1A) of the Criminal Procedure Code, 1973, the incident of death of this prisoner is reported to the District Magistrate (North) and CJM for further action in the matter. On May 18, 2021, the CJM Panaji has directed the JMFC, ‘A’ Court, Mapusa to conduct Magisterial inquiry into the matter and submit a report as per the procedure,” reads an extract of the report, based on details provided by the department concerned.
The accused, facing murder trial before the District and Sessions Court in Margao, had collapsed in the jail at around 7.20 pm on May 16. He was rushed to the District Hospital in Mapusa, where the doctor declared him dead.
The High Court of Bombay at Goa has been submitted a report of the COVID-19 management in the jail including parole and furlough of eligible inmates.
A total of 68 out of 82 prisoners in the age group of 45 years and above have been given vaccine while 14 prisoners have refused to administer it. The vaccination drive for the age group 18-44 years will be held shortly in association with the Health Department. Similarly, 78 jail staff and 27 IRBian posted at Colvale Jail have been administered both doses of vaccine while 51 jail and 63 IRB staff have got the first dose.
