Install online noise level monitoring system, GSPCB tells owners of open air venues

Says the noise level monitoring system should be connected to the GSPCB server as well as the offices of the Sub Divisional Magistrate and DySP for ensuring compliance to the Rules

PANJIM: To curb noise pollution in the State, the Goa State Pollution Control Board (GSPCB) has directed the owners of open air venues to install online noise level monitoring system. 

In a public notice issued, the Board has said that the open air venues for marriages, functions, parties etc should install online noise level monitoring system and the same should be connected to the GSPCB server as well as the office of the Sub Divisional Magistrate and Office of the Deputy Superintendent of Police for the purpose of monitoring the noise levels and ensuring compliance to the Rules. 

The owners will also have to display board along the periphery of the venues so as to display the noise levels recorded at the venue for the benefit of the public. 

The Board said that the public address system loudspeaker of any sound producing instrument or a musical instrument or a sound amplifier should not be used in open areas without the prior permission of the SDM. 

It has clarified that only those diesel generator sets which comply with the provision of the Environment (protection) Rules as notified by MoEFCC should be sold, purchased, supplied and used by any manufacture, dealer, shopkeeper, etc. 

Failure to comply with the directions would be liable to pay compensation as per the Noise Rules 2000, the Board said. 

The directions are issued based on the Action Plan notified to control noise pollution in the State in January, earlier this year. 

The ambient air quality standard for industrial area in the day time is 75 decibels (dB) while it is 70 dB at night time. For commercial area the noise level is restricted at 65 dB at day time and 55dB at night, whereas for residential area, the air quality standards are 55db during the day and 45db at night. 

For silent zones, the noise prescribed limit is 50db during day and 40dB during night hours.
