Land title: Govt may add clause to transfer rights

PANJIM: In a major decision that will bring relief to thousands of families, the government is contemplating the possibility of conveying the title of the building and the land to the housing society if the builder fails to do so within the stipulated time, Minister for Cooperation Pandurang Deepak Dhavalikar told the State Assembly on Wednesday.

“The Government is exploring the possibility of incorporating in the Goa Cooperative Societies Act 2001, a deeming clause for conveyance of title of land to the society on failure by the builder to do so within the stipulated time,” Deepak Dhavalikar assured in the House while replying to the demand for grants for Cooperation department. 
As reported by Herald earlier, several housing cooperative societies have no saleable right to their dwellings or proportionate share of land on which the building is constructed as many a builder has refused to transfer the rights. This had created problems for more than 15,000 families and some 1,900 registered housing cooperative societies in the State who cannot sell or transfer flats in another person’s name. 
The Minister informed the House that the Government has constituted a committee to study and recommend to the government various measures to address the problem/ shortfall faced by the housing societies.
