Make helmets compulsory, urges Rane

Rane pointed out that for last couple of years there has been rise in number of road accidents and deaths.
“The deaths are not just of riders but also pillion riders. There are cases, wherein due to head injuries people are going through mental trauma or other illness,” he said, adding ‘wearing of helmets for both riders and pillions should be made compulsory’.
Rane grilled Transport Minister Ramakrishna Dhavalikar for not being firm on his decision of making helmets compulsory, even after making the announcements on the floor of the House.
“This is one of the biggest U-turn by you (minister),” he commented.
The Leader of Opposition also demanded to introduce a compensation scheme for the family members of the people, who die due to road accidents. He claimed that in several cases it has been observed that the family members of the deceased, especially the poor, are exploited and get involved in illegal activities.
“These families need to be protected,” he stated.
Margao MLA Kamat suggested that compulsory wearing of helmets, enforcement wings and road safety knowledge in school education would help in controlling the number of accidents.
Quoting government figures, Kamat informed the House that there are 9.38 lakh vehicles in the State which include 6 lakh two-wheelers and 3.38 lakh four-wheelers.
The former chief minister urged the government to immediately direct Central Road Research Institute (CRRI) to submit their report, which would help government in deciding the carrying capacity of roads.
He also suggested construction of ultra-modern transport plaza in major cities such as Margao, Panjim and Ponda, in-order to divert the heavy traffic and reduce traffic congestion.
