Nagoa panchayat’s ‘migrant-funded’ bio gas plant sets model for garbage management

MARGAO: The Nagoa village panchayat’s one TPD (tonne per day) bio-gas plant has become an exemplary model for other panchayats, government-run markets, and educational institutions, showcasing how local bodies can effectively address the issue of garbage management. What makes this initiative unique is that the significant migrant population residing in the village contributed to the project through migrants’ registration fees.

Remarkably, the project operates without relying on additional government funds, utilising the available resources of the panchayat. Panch member Anzil Godinho revealed that the plant efficiently processes approximately 600 kg of wet garbage generated each day, with a significant portion coming from the migrants working at the Verna Industrial Estate.

Godinho explained that the panchayat initiated the establishment of the bio-gas plant well in advance, to address the treatment of wet waste, but faced financial hurdles. A survey was conducted to assess the daily garbage generation in the village and determine the machinery requirements. “Considering the annual fund requirement of around Rs 20 lakh, the panchayat took the initiative to generate revenue internally. We collected nearly Rs 6 lakh through the registration of migrants,” said Godinho.

Presently, the Nagoa bio-gas plant operates using its own electricity generation and has set up an organic compositor as a backup for any technical issues. The plant has garnered attention from educational institutions and government officials seeking insights on managing similar projects.

Sarpanch Gabrial Fernandes told O Heraldo that their garbage burden has reduced immensely since the plant’s inception. Residents of Nagoa also expressed their appreciation for the panchayat’s efforts in implementing the bio-gas plant. Rosario Fernandes, a villager, commented, “This bio-gas plant will undoubtedly contribute to maintaining the cleanliness and beauty of our village.”
