PANJIM: In a bid to curb pollution, Goa government on Friday announced Registered Vehicle Scrapping Policy of Goa, 2023, as per which nearly 1.92 lakh vehicles, mostly over 15 years old, are set to be fit for scrapping this year. Moreover, over next five years, additional 3.5 lakh vehicles will cross the age limit.
To encourage scrapping of old vehicles, the government has offered to give 25 per cent rebate in Motor Vehicle Tax for new vehicle on producing a valid certificate of having scrapped the old one voluntarily with the Registered Vehicle Scrapping Facility (RVSF).
The tax concession will be offered to End-of-Life Vehicle (ELV) owners as per the policy, which was notified by Transport department on Friday.
The policy aims to reduce vehicular pollution, phase out unfit and polluting vehicles, improve road, passenger and vehicular safety and also boost purchase of environment friendly, new technology vehicles, and auto sector and create employment, improve fuel efficiency and reduce maintenance cost for vehicle owners among others.
“Automobile Scrappage Policy is a mutual win-win policy for all the stakeholders. The policy aims at creating an ecosystem for phasing out unfit and polluting vehicles from the State roads,” the transport department said.
The department pointed out that of the 1.2 crore vehicles to be scrapped across India, approximately 1.92 lakhs vehicles in the State of Goa are estimated as fit for scrapping this year. Over the course of next 5 years, additional 3.5 lakhs vehicles registered in Goa will cross the age of 15 and a substantial number of these End-of Life Vehicles (ELV) will be from the commercial category.
The department has clarified that all the Goan registered vehicles will be scrapped only by an authorised RVSF.
“To encourage and incentivise people to voluntarily hand over their vehicles to RVSF, in case a new vehicle is registered against submission of ‘Certificate of Deposit’, the concession in the motor vehicle tax shall be equivalent to 25 per cent of the tax paid on scrapping vehicles in case of non-transport vehicles and 15 per cent in case of transport vehicles in the State of Goa,” the notification stated.
This concession shall be available up to 8 years in case of transport vehicles and up to 15 years in case of non-transport vehicles, it mentioned.
The government has already imposed ‘Green Tax” as per Section 3(A) of Goa Daman and Diu Motor Vehicles Tax Act, 1974 for renewal of Registration of non-transport vehicles and transport vehicles above 15 years. The battery used vehicles are exempted from Registration Fees, Motor Vehicle Tax and permit.
