PANJIM: In a new twist to the Shack Policy, 90 per cent of the allotment is being reserved for those having more than three years experience in the business, while those having less than three years experience including new comers will have to battle it out for the balance 10 per cent, according to deliberations held on the policy today.
The Shack Policy 2013-16 is being subjected to major changes in the allotment process and the new allotment arrangement is likely to be notified within a next day or two.
The new allotment arrangement is in contrast to the Cabinet approved policy for 2013-16.
The new policy had sought to allot 60 per cent shacks to those having experience of seven years and above, 20 per cent for those having experience between four to six years, 10 per cent to those having experience of one to three years and 10 per cent for new comers through draw of lots.
Officials say that all licenses even to new comers will be for a period of three years.
“The policy will be notified soon and applications will be invited for aspirants,” said an official of the tourism department.
This new allotment process is likely to meet stiff opposition from shack operators again.
Manuel Cardozo heading the Traditional Goan Shack Operators Association said, “We do not want categorisation in the allotment process.”
He insisted that shack operators having from one year to 10 years of experience should be treated at par and allotment of 90 per cent maintained as per the court rulings of 2009.
“Through this change there will be stiff competition for the 10 per cent allotment as there will be three times the number of operators falling in this category,” he said.
