According to sources, the Navy officials along with Chicalim panchayat first held an inspection of the proposed site identified by the panchayat for setting up garbage segregation unit with shed in a property owned by Chicalim Comunidade. After inspecting the site along with Chicalim Sarpanch Projyoti Kudalkar in presence of other Panchas, the Navy officials including Commander Ashley Derrick and Commander Abdul Ansari claimed that they would not be in a position to grant Navy permission for setting up any such facility as the site proposed is closed to the sensitive installation having naval armament depot at Chicalim. Navy officials were also upset to see that the Chicalim panchayat had already started dumping of garbage at the site pending approval of Navy.
Navy officials raised their strong concerns over the pit constructed by the Chicalim Panchayat to dump the wet waste close to the armament depot.
The navy inspected site proposed by the Chicolna-Bogmalo Panchayat behind Coast Guard colony at Santerant and after inspection the officials claimed that the site is located close to aerodrome (Dabolim airport) as the same falls in airport funnel zone and hence refused to grant their permission for setting up garbage segregation facility at the site.

Both panchayats reacted sharply and accused the naval officials for not helping the panchayat in resolving the garbage menace faced by them.
“If Navy acts like this and always refuses to give their permission citing flying zone then we would be left with no option but to dump our garbage on roadsides or would be compelled to come out on streets” said Chicolna Bogmalo Sarpanch Laxman Kavlekar
Dabolim MLA Mauvin Godinho who was also present with the inspecting team claimed that he would raise the issue in the ongoing Assembly session asking the Chief Minister to intervene and resolve the issue.
