Assolna Panchayat is the rare panchayat where people do not want to enroll under the National Rural Employment Guarantee Scheme as only seven people are enrolled and none of them come for any work as they feel the payment given is too less.
Assolna has had two sarpanchas since the last elections as it was decided amongst the ladies elected that the position would be shared between the two and therefore Framila Almeida was the sarpanch for three years and now Pedrinha Cardozo reigns with Jayant Arolkar as her deputy.
The other panchayat members are Xavier Almeida, Savio Ferreira, Crasto Rosario and Merlin Noronha.
No works have been undertaken in the panchayat under the MPLAD scheme or the NREGA scheme. According to panchayat officials only seven people have prepared job cards under NREGA and none of them come for any work as they feel the payment offered is too less,
Although the panchayat has constituted the garbage management and village development committees participation at the meetings is minimal and the committees do not function smoothly and probably that is why only two works have been undertaken under the 14th Finance Commission under which projects have to be recommended by the Village Development Committee.
The gram sabhas are held regularly but the attendance has dwindled. Earlier, around 150 villagers used to be present for the meetings, currently only around 40 turn up. Traffic congestion and shifting fish market are the main issues raised at the gram sabhas.
The panchayat collects dry garbage from households on daily basis by employing daily wage labourers.
As per the 2015-16 audit report, the budget estimates of the panchayat are unrealistic as there were huge variations. While the variation was Rs 7.86 lakh in income in expenditure the variation was Rs 29.67 lakh.
The auditors also noted that the financial position of the panchayat is not satisfactory and the panchayat has collected only about 40 per cent of the taxes that were to be collected.
Although the panchayat has leased out three premises, it was noted that the Electricity Department has not paid rent of Rs 42,200 nor does the panchayat have any agreement with the Electricity Department regarding the premises leased out to it.
The panchayat has undertaken the task of constructing a new panchayat ghar under the Deen Dayal scheme.
