PANJIM: The State Government has invited bids for installation of Automated Tracking Device (ATD) with an integrated emergency system in 65,000 transport vehicles.
The Goa Electronics Limited (GEL) on behalf of Directorate of Transport, has invited Request for Proposal (RFP) from parties in two bid format comprising of Technical and Financial Bids from for “Supply, Installation and Maintenance of ATD with an Integrated Emergency System in Transport Vehicles”.
“In view of the orders given by High Court and as per the Rule 125-H of CMVR, all public service vehicles as defined under clause (35) of Section 2 of the Act, shall be equipped with or fitted with a vehicle location tracking device and one or more emergency buttons. Therefore it is proposed to install ATD with an Integrated Emergency System to ensure compliance to all above requirements through a single device,” GEL said in the tender document.
The scope of the work for bidder will include supply, installation and commissioning of the the device in approximately 65,000 Transport Vehicles across the state of Goa and maintenance of the installed device to run smoothly for a period of one-year warranty, which is mandatory.
GEL will be the Monitoring Agency for the entire project period of five years. The device supplied should be able to transfer the vehicle movement data on a periodical basis to the CTRS (Central Tracking Response System) application developed by GEL, installed at SDC (State Data Centre), through GPRS and GPS devices.
This data will be accessed through web-based application namely CTRS from the nominated control rooms i.e. the nearest police station, the police control room, the MHA control room and DOT. The RFP document containing “Technical bid” and “Financial bid” should be submitted on or before December 14.
The Technical bids will be evaluated by the Technical Bid Evaluation Committee and the Financial bids of the technically acceptable offers shall only be opened before the successful bidders and evaluated before awarding of the contract.
