OLD GOA: Countering the CCP’s plan to get the Bainguinim land declared as industrial zone, the Old Goa Panchayat passed its own resolution to request the government to get the area declared as an educational zone.
At the special gram sabha on Sunday, local MLA Pandurang Madkaikar urged the villagers to pass a resolution demanding that the land at Bainguinim-Old Goa be notified as an educational zone, which will then help in developing it into an educational hub.
“The CCP’s resolution does not have any legal standing as the right to declare industrial zones rests with the TCP and the government. So, today let us resolve that the acquired land at Bainguinim-Old Goa be declared as educational zone,” said Madkaikar while stating that the villagers should then pressurize the government to bow down to the wishes of the people.
“The monsoon session will be held in July and this presents a perfect opportunity to hold a peaceful ‘dharna’ in the capital city so that the message in clearly sent across to the government,” Madkaikar further suggested and opined that such a ‘dharna’ will also make it clear that it is the locals who are strongly opposing the waste plant and not only the builders and politicians, as is being projected in a section of the media.
Madkaikar added that the exercise for preparing the draft RP 2021 was done by the villagers who have the right to decide zoning of areas in Old Goa, and not the CCP.
“Who has given the CCP the right to decide the zoning of areas in Old Goa,” Madkaikar questioned.
Questioning the haste of the then panchayat secretary in granting license for CCP to build compound wall at the controversial site, Madkaikar said it was a huge mistake on the part of the panchayat.
“The panchayat members should have kept the file pending and brought it to the notice of the people because it was an issue of public importance,” Madkaikar added.
Speaking on the occasion, Panch Prakash Amonkar cited the difficulties in the successful operation of the waste plant as he stated that the most crucial aspect of segregation is unlikely to be achieved as there is lack of awareness on this front, in the State.
“If segregation is not done properly, the waste plant will definitely fail,” Amonkar said while stating that in foreign countries the people are very civic conscious and their waste collection network is way ahead than that of Goa.
Visitacao Monteiro, former MMC councillor Gandhi Henriques, former sarpanch Nilkanth Bhomkar and others also spoke on the occasion.
