PANJIM: Following a four-month Special Intensive Revision (SIR) exercise, the Office of the Chief Electoral Officer, Goa, published the final electoral roll for January 1, 2026, resulting in significant changes to the State’s voter list.
With January 1, 2026 as the qualifying date, the total number of electors now stands at 10,57,566, marking a net decline of 27,426 voters (-2.53%) compared to the draft roll published on December 16, 2025, which recorded 10,84,992 electors. Since the revision exercise began on October 27, 2025, the overall net deletion amounts to 1,27,468 voters (10.75%), down from the initial 11,85,034 voters.

As per the final roll, the electorate comprises 5,11,436 male voters, 5,46,121 female voters and 9 third gender voters. During the revision process, 12,166 new electors were added while 39,592 were deleted. Additionally, 35,780 voters were declared ineligible after hearings on cases related to unmapped entries and logical discrepancies. New voters aged between 18 and 19 years account for 3.41% of the total electorate. Officials confirmed that the State achieved 100% EPIC coverage, making the roll fully photo-based.
Out of 10,84,992 electors in the draft roll, 9,02,589, or 83.19%, were successfully mapped to their own or parents’ electoral details, while 1,82,403 electors remained unmapped. The ECI IT system flagged 58,923 cases as logical discrepancies, including progeny exceeding six, father’s name mismatches, parent age differences below 15 years or above 50 years, and grandparent age differences below 40 years. Electoral Registration Officers and Assistant Electoral Registration Officers resolved these cases after issuing notices, conducting hearings and verifying documents along with Booth Level Officer undertakings.
Most deletions were attributed to voters falling under the ASDT category — absent, shifted, deceased or duplicated entries — or due to failure to establish eligibility during hearings. Authorities also acted on data received from the Foreigners Regional Registration Office, Regional Passport Office and Home Department regarding persons holding Portuguese passports. Of the 16,721 individuals identified, 428 names appeared in the draft electoral roll. Of these, 420 were deleted, while eight cases remain under process.
Polling infrastructure was rationalised during the revision, with the number of polling stations increasing from 1,725 to 1,731 after eight new stations were added and two removed. Among constituencies, Vasco recorded the highest net deletion at 11,657 voters. Cortalim saw 9,389 deletions, Dabolim recorded 5,389 deletions and Benaulim reported 4,168 net changes. The gender ratio declined slightly from 1,073 in the pre-draft roll to 1,068 in the final roll.
The final electoral roll, including 301 service voters added during the Special Summary Revision, has been displayed at all polling stations and is available for public inspection at ERO and AERO offices. Aggrieved voters may file appeals within 15 days before the District Election Officer (Collector), followed by a further appeal within 30 days, as per the provisions of the Representation of the People Act, 1950. Fresh applications for inclusion, along with supporting documents, may also be submitted. Authorities have indicated a lenient approach regarding the appeal timeline.
Officials clarified that the revised electoral roll will be used for future Assembly and Parliamentary elections. However, municipal and panchayat elections fall under the jurisdiction of the State Election Commission, which may rely on earlier voter lists.
