PERNEM: The Parsem village panchayat has taken a strong stance against the draft geographic information system (GIS) based zoning plan for the village, passing a unanimous resolution to oppose it. In a special gram sabha meeting held on October 2, village members came together to express their discontent with the proposed plan.
Led by Sarpanch Ajay Kalangutkar, a delegation from the village panchayat submitted a memorandum to Mandrem MLA Jit Arolkar on Tuesday, outlining their concerns and objections to the plan. The memorandum highlighted several key issues that have raised alarm among the residents.

One of the primary concerns raised in the memorandum is the lack of clarity regarding the timeline for submitting comments, objections, and suggestions. The TCP Department in Panjim had sent a letter dated September 22, 2023, notifying the village about the Zoning Plan but failed to specify a clear deadline for input from the community.
Furthermore, the Parsem village panchayat expressed dissatisfaction with the absence of local input during the drafting process. They argue that the company responsible for creating the draft lacks essential on-the-ground knowledge and has overlooked critical factors. The village panchayat insists that the government should abandon the current Zoning Plan and engage with villagers in the development of a new plan.
