PANJIM: A complaint against Transport Minister Ramakrishna Dhavlikar has been filed before the Anti Corruption Bureau (ACB) of the Vigilance Department, over illegal implementation of subsidized pass scheme for Kadamba Transport Corporation (KTC) thus causing loss to the public exchequer.
The complaint has been filed by the All Goa Private Bus Owners Association general secretary Sudip Tamhankar.
The complaint has also been filed against Director Transport Arun Desai and KTC chairman Carlos Almeida. The association has demanded registration of FIR against the trio.
Tamhankar claimed that government by-passed State Transport Authority (STA) in issuing the notification for the pass scheme, implemented since January 1, onwards.
He  said that the proposal was not placed before STA nor was it approved by it.
