Strong opposition has emerged from residents of Ratwaddo ward in Navelim against a proposed housing project comprising four row houses and a 16-flat building. Villagers have raised serious concerns over infrastructure deficiencies, environmental impact and the lack of discussion in the gram sabha.
A site inspection of the proposed project was conducted in the presence of Navelim sarpanch Paul Pereira, the Panchayat Secretary, Ratwaddo Panch member Viena, concerned project owner and a large number of local residents.

During the inspection, locals pointed out that the site does not have a proper six-metre-wide access road, which they claim is mandatory for such developments. The existing road, they said, is narrow and in poor condition, making it unsuitable for increased vehicular movement, construction activity and emergency access.
Residents also highlighted that the plot is situated in a low-lying area comprising agricultural fields and a traditional fish catchment zone. They warned that large-scale construction in such terrain could obstruct natural water flow and aggravate flooding during the monsoon season. Environmental concerns were further intensified by the proposed location of a Sewage Treatment Plant (STP), which is planned adjacent to existing residential houses. Villagers fear that the STP could lead to foul odour, groundwater contamination and health risks if not properly maintained.
Another major objection raised by the community was that the project was not placed before the gram sabha for discussion or approval. Residents stated that a resolution had previously been passed in the gram sabha clearly opposing additional mega projects in Navelim, particularly in smaller wards like Ratwaddo. They argued that moving forward without consulting the gram sabha undermines transparency and local self-governance.
Residents claimed that they already facing multiple civic challenges. According to residents, the area struggles with irregular electricity supply, water shortages, garbage disposal issues and inadequate sewage management. They alleged that sewage from existing construction projects is already flowing into the Salpem lake fields, causing environmental damage and affecting agricultural land.
The entire Ratwaddo community has united in opposing the proposed development. While clarifying that they are not against progress or development, residents insist that any new project must be environmentally sustainable, legally compliant and supported by local consensus. They have appealed to the project owner to relocate the development to his own property in Nagmodem rather than imposing it on their small ward.
Villagers have urged panchayat authorities to carefully consider their objections before granting any approvals, stating that unchecked construction could permanently damage the fragile ecology and quality of life in Ratwaddo.
