PANJIM: The Congress on Sunday warned the government to lodge a complaint with the Directorate General of Employment & Training in Delhi if Chief Minister Pramod Sawant fails to rectify discrepancies in the Goa Employment Exchange.
The party has also charged that government has violated the guidelines as well as switching over from manual to online registration has been undertaken without following the rules and regulation
Addressing a press conference at the party headquarter in the capital, Goa Pradesh Congress Committee (GPCC) President Girish Chodankar pointed out first discrepancy regarding contradictory data on the employment status in the State.
“During the last Assembly Session on July 25, 2019 MLA Pratapsing Rane had asked three questions to Labour Minister on Employment Exchange on registered candidates as per Live Register. The answer given by CM on the floor of the House was that around 1,25,000 are registered. Initially he said 90,000 to 1,00,000 and then the Labour Minister said that Graduates are 3160 and Diploma is around 603. This shows that the CM and the labour Minister gave wrong and contrary figures on employment status or the Live Record,” he alleged.
Chodankar also cited that notification of January 22, 2019 states the government is moving from manual to online registration and in accordance with Employment Exchange Service Manual, however these were done without providing any rules and regulations.
“The notification stated that data of all the registrants of Employment Exchange, Goa, have been migrated on the Portal and needs to be activated by the registrants with valid employment card number by February 28, 2019. However, this is totally false message given on the notification as the candidates who have visited the www.goaonline.gov.in website and those who visited the Labour and Employment site and entered their valid registered card number found that only name of the applicant and birth date was migrated in the application form, thus it is misguiding all the candidate,” he alleged as he reeled of a long list of discrepancies on the manner in which the government had acted on the issue.
Chodankar also alleged inconvenience for online registration stating Goa Electronics Limited, which is entrusted by Labour and Employment to give service for registration of their cards, has not made the website user friendly.
Expressing concern on the possibilities of multiple registrations as there is no stamping needed on original certificate, Chodankar alleged that non-Goans will register themselves in their native State and also apply on Goa online website using the same certificate. This, he said, would increase duplicate in the registration.
“On July 1, all 1,20,000 registered candidates’ names were cancelled by notification on February 25, 2019. Thereafter, the exact figure should have been in thousands, whereas if there are only 3160 graduates then how nearly 8000 appeared and failed in test conducted for the post of accountants?” Chodankar questioned.
