Rights panel issues notices over jail assault

MARGAO: The Goa Human Rights Commission ordered that notices be issued to the Inspector General of Prisons, Panjim,

 the Assistant Superintendent of jail, sub-jail Sada, the Police Inspector, Mormugao Police Station, the Superintendent of Police (South), directing them to appear before it on April 26, in connection with the complaint lodged by Ravindra Velip about a brutal attack on him in Sada Sub-Jail. 
In another application filed today, Velip contended that eleven days after the medico legal case was recorded, the Mormugao police had still not registered an FIR despite the fact that the MLC case paper attached clearly had the ingredients of a cognisable offence. Velip stated in his complaint that he had no faith in government inquiries on account of administrative apathy.
