PANJIM: The Science and Technology Department is to be made nodal department for creating common and mixed garbage treatment facilities with Goa State Infrastructure Development Corporation to be made as the executing agency, the cabinet decided yesterday.
Garbage is a major problem for the state and the ever increasing quantities of garbage along with the major non availability of facilities to process is a time bomb on which the state is sitting on.
“This clears the way for setting up garbage treatment plants,” Chief Minister Manohar Parrikar told media while informing about this cabinet decision.
In another decision the cabinet also granted all contract employees in government departments to get five years relaxation in case they get an opportunity to be absorbed and a policy of ‘Equal work; equal pay’
“We have taken a very bold, progressive decision,” the chief minister said, adding that thios was according to the Central Civil Service rules as per the 1986 Act but was never implemented and meant that Contract and permanent employees would get paid the same depending on the work that they did. “It will affect around 5,500 to 6000 employees and entail a financial outlay of a maximum of Rs 5 crore; but in reality would come to around Rs 3.5 to 3.7 crore,” he said. However, the services outsourced by these bodies will not be covered under the above.
The cabinet also decided to allow department heads to have walk-in-interviews for temporary vacancies that happen when employees proceed on child care leave. “This is only for a maximum period of six months, and such recruitments would be co-terminus in nature,” he said.
Another cabinet decision was to grant relaxation in age limit to the contract employees in various government departments. This will allow those employees who have crossed the age during their contract service – up to a maximum of 5 years – to apply for confirming their posts as and when vacancies come up.
The cabinet also decided to withdraw the 2 per cent reservation in jobs for the children of freedom fighters and introduce 5 per cent reservation post wise for them. But candidates should apply within 90 days.
