MARGAO: The Shadow Council Margao (SCM) has questioned the silence of the local MLAs and respective municipal councils for not taking the formulation of the Model Bye-laws seriously in spite of the fact that the proposed fee structure is likely to affect many residents and businessmen in the municipal areas.
The SCM, residents and businessmen from Margao filed their objections/suggestions in the office of the Director for Municipal Administration with regard to the model Goa Municipal Solid Waste (Management and Handling) Bye-laws.

Through their representation, the SCM, residents and businessmen have listed as many as eight objections while at the same time gave three suggestions.
In the letter, the SCM has stated that since the publication of the said notice and the time limit for filing objections/suggestions is within the lockdown period, and more specifically at the time when Section 144 is in force, the proposed Bye-laws could not/cannot be discussed collectively by the various stakeholders.
The SCM pointed out that the proposed Bye-laws have also not been deliberated upon by the concerned local bodies/municipal councils around the State. While the Margao Municipal Council chairperson and councillors are on record, stating that they are not even aware of the proposed Bye-laws.
Convener of SCM Savio Coutinho argues that in the absence of the local body’s say the said Bye-laws cannot be made a law and imposed on the general public.
