Serula Comunidade fraud: Govt accused of shielding culprits

PANJIM: The Serula Comunidade has not maintained records of allotment of comunidade lands and has no records of cash transfers and misappropriation of funds in the comunidade could run into crores of Rupees, the Nationalist Congress Party has charged, citing an audit report submitted to the government.

PANJIM: The Serula Comunidade has not maintained records of allotment of comunidade lands and has no records of cash transfers and misappropriation of funds in the comunidade could run into crores of Rupees, the Nationalist Congress Party has charged, citing an audit report submitted to the government. 
The party has also demanded a thorough judicial probe to bring to book those responsible in the fraud. 
Pointing to a report of the Serula comunidade submitted to the government by R L Bhobe and Co, Chartered Accountants, the NCP has charged that by its inaction the government is shielding the culprits, who could possibly include office bearers of the BJP and Tourism Minister Dilip Parulekar. 
The interim report which was submitted in November last year to the government found that “details of allotment of comunidade land has not been maintained and information of the total number of plots, leased plots, vacant plots, etc. was not available. 
Further and more damningly the comunidade has no control over the amount of rent or ‘foro’ recovered or any clue about the outstanding dues, records of the plots allotted, the procedure adopted for allotment, details of allottees since they were not available with the comunidade records. 
The audit also found that though a large amount of transactions were carried out in cash, the comunidade has not maintained any records in the form of a cash register to record these receipts and payments. 
The audit also hit at the poor response it received from the Administrator of Comunidades North Goa as also the managing committee of the comunidade who did not reply to either of the letters sent by the auditors.
