VASCO: Maria Liberata (Liby) Mendonca, a special educator at a special children’s school run by Gujarati Samaj Trust in Margao and a resident of Vasco, has been awarded this year’s Women Empowerment Award by the National Board for Child and Women Development in New Delhi.
