PANJIM: The State Cabinet on Wednesday decided to discontinue with the special mechanism Inter-Departmental Committee of Officers (IDCO) and High Level Empowered Committee (HLEC) constituted by then Chief Minister Manohar Parrikar for smooth and time-bound recruitment system in government departments.
The government has also decided to redefine the process of creation/abolition of posts, purchase and outsourcing vehicles, outsourcing of activities such as housekeeping and security etc, which were hitherto carried out by HLEC.
Chief Minister Pramod Sawant said, “The government has decided to restore the process of creation/abolition of posts through Administrative Reforms Department, Finance Department and Department of Personnel.”
He said the proposal for revival of lapsed posts of all departments whose assessment of strength is complete, are to be referred to Department of Personnel and Finance Department for Concurrence.
Also, he added, the proposal for new contract appointments are to be dealt by the Department of Personnel and FD concurrence.
The proposals for outsourcing of activities such as house-keeping, security etc, are to be dealt by the Department of Personnel and thereafter by FD Concurrence, he said.
Giving reasons for the discontinuation of IDCO and HLEC, the Cabinet note says, the assessment of manpower required a detailed study to be carried out by the Administrative Reforms Department, followed by assessment of the financial implication by the Finance Department. However in case of the special mechanism created, these tasks were /are performed by IDCO in addition to their own work.
“The mechanism of IDCO though is a quick method of staff assessment, the same is devoid of inter/intra departmental checks and balances examination through technical officers having expert skills, which are of paramount importance in such matters,” it said.
Further, the note says, “As per procedure, the post creation exercise is meant to be a process involving step by step examination by ARD and FD. This process ensures that the additional financial outgo is compensated by way of mopping additional revenue at periodical intervals and at the same time staggers the revenue expenditure.”
“The government has therefore decided to restore the process of departmental assessment and to discontinue the special mechanism viz IDCO and HLEC,” it says.
