State hands over power of wards reservation, delimitation to Goa State Election Commission

PORVORIM: The State Government on Friday introduced necessary amendments to the Goa Municipalities Act and the Panchayat Raj Act handling over powers of wards reservation and delimitation to the Goa State Election Commission.

“The Bill seeks to amend the Act to hold the election procedure in free and fair manner by handling the over the election process including reservation to the Goa State Election Commission as mandated by 73rd Constitutional Amendment,” reads the Bill introduced by the Minister for Panchayat Mauvin Godinho and Minister for Urban Development Milind Naik.

The Panchayat Act is further amended to levy the tax on buildings constructed without authorization within the limit of the Panchayat area.

The Bill also makes provision for replacing the tile roof with slab to the single-dwelling units that existed prior to the enactment of the Goa Panchayat Raj Act 1994, subject to the production of certificate of stability issued by the Registered structural engineer.

In Municipality Act amendments the Bill proposes to assess the buildings, which were not, for the purpose of the property tax before the commencement of the Goa Municipalities Act 2021.

The Government intends to amend the Section 56, to avoid frequent requisition of the special meeting for removal of the chairpersons and the vice-chairperson, leading to unnecessary strain on the administration of the Council.
