Goa today became the first State in the country to commission Online Updation and Integrated Land Records System (OUILRS).
Chief Minister Digambar Kamat in the presence of Revenue Minister Jose Philip D’Souza and Opposition Leader Manohar Parrikar commissioned OUILRS at the conference Hall, Secretariat, Porvorim.
Briefing about the new system Mihir Vardhan, Director, Settlement and Land Records, said the new system introduced will facilitate efficient and effective management of land records, streamlining the administration of government lands and proving useful data for planning and development activities.
This means when conversion takes place, it would reflect on the survey plan and also in Form I & XIV. This will also facilitate online land acquisition which was not possible in the past, he said.
This online update of land acquisition will stop double acquisition and double payment of compensation, he pointed out.
Connectivity will facilitate online update on Survey plans of land acquired by the government and instant mutation by the mamlatdars in the record of rights by way of Rule 9 of the new mutation Rules.
Digital crop survey: The department has launched digital crop survey which had not been carried out for the last sixteen years. Around 200 talatis have been trained to conduct digital survey through Netbook PC while earlier data was collected manually, said Vardhan.
This will include collecting information about area under crop, type of crop, dry land and wet land etc.
For 2010, Kharif crop survey data collection and processing will be done digitally through Netbook PC.
