Ste ps to prevent similar incide nts in future :

1. Rigorous awareness programmes on HIV and AIDS at all levels in Goa, particularly in the rural community.

Church and education
authorities need to immediately promote
awareness programmes in schools, villages and
municipalities, to sensitize people on the issue
and ways to tackle it, in accordance with law,
morality and public sentiments.
2. Government authorities should take
suo motto notice of the issue of this nature
and immediately issue directives to the
managements of the affected schools.
Government authorities cannot wait for a
complaint, before acting in the matter. With
trained officers scattered all over the State,
reaching a school caught in a crisis should be a
matter of hours, not days or weeks.
3. Elected representatives cannot be mute
spectators, as they represent the people caught
up in the crisis. They need to interact with
various stakeholders caught in the crisis and
ensure that qualified persons are dispatched to
tackle the crisis, without politicizing the issue.
4. Proactive response by the Church in the
context of emergence of a crisis situation. The
church authorities should have a fact-finding
committee to understand and effectively deal
with such a crisis situation. The church needs to
prevent a rift among rival sets of parents (who
are also parishioners in Rivona and Sulcorna)
and should engage in dialogue with the
aggrieved parents.
5. Closer coordination between religious
congregations in the Church is vital to tackle
such a crisis. A centralized church leadership
should intervene to ensure that different
religious congregations work in tandem in
dealing with such situations in future.
