Tribes of Goa founder Adv Guru Shirodkar has demanded necessary amendment to the draft Goa Housing Board (Registration, Allotment and Sale of Tenements) Rules, 2015, applicable for sale of tenements, for making reservations for the backward communities, considering their size of population.
As per the draft rules, five percent tenements are reserved for Other Backward Class (OBC), two percent to Schedule Caste (SC) and one percent to Schedule Tribe (ST).
However, Shirodkar demanded that considering the populations and other reservations made for the communities, 12 percent tenements be reserved for ST, followed by two percent to SC. “The allotment of one percent to ST is totally arbitrary, discriminatory and in violation of Constitutional mandate and safeguards,” he said.
Shirodkar further stated that the government failed to nominate ST representative on various government committees constituted for social, educational and economic welfare of ST and SC under the Constitution of India, causing injustice to ST, thus enabling the vested interest politicians to neglect the effective implementation of schemes meant of these communities.
The Housing scheme is applicable only to those people who have been residing in Goa for nearly 15 years or more and that one of the parents has to be born in Goa or the resident of the State for over 25 years.
