PANJIM: Deputy Inspector General of Police (DIG) Dr A Koan who was placed under suspension in August last year, has now been reinstated in service and transferred to Andaman and Nicobar Island.
Koan, AGMUT 2009 batch IPS officer was suspended by the Ministry for Home Affairs (MHA), New Delhi, on August 16, 2023, for misbehaving with a woman tourist in a pub at Baga, Calangute. The incident occurred on August 7 last year.

During the suspension period, Dr Koan was been asked to report to the Goa Police Headquarters, Panjim and not to leave without obtaining the prior permission of the competent authority. A department inquiry has been contemplated against him by the MHA.
The issue of IPS officer misbehaving with a woman figured in the Goa Legislative Assembly when Fatorda MLA Vijai Sardesai demanded that the IPS officer be suspended and relieved immediately.
Chief Minister Pramod Sawant had stated that the government will initiate strict action against the IPS officer allegedly involved in the pub incident at Baga.
Director General of Police (DGP) Jaspal Singh, IPS was also asked to submit the incident report following which the DIG’s charge was withdrawn.
The MHA had appointed Secretary (Finance) DR V Candavelou as inquiry officer and IGP Omvir Singh Bishnoi, as presenting officer, in respect of the disciplinary proceedings initiated against Dr Koan.
The President of India after considering the facts and current circumstances of the case, came to the conclusion that continuation of the suspension of Dr Koan was no longer in public interest and, revoked it with immediate effect and reinstated him in service.
