Why were Fire Services Dept ‘forest fire’ suggestions not followed?

Why were the Fire Services Department’s suggestions on fighting forest fires, not followed by the Forest Department? If the instructions and suggestions given by the Fire Services Department to the Principal Chief Conservator of Forests in 2021 were followed, could the fire have been prevented from spreading into an inferno which is now burning for six days?

Former Director of Fire Services Ashok Menon has revealed the suggestions he and his team made to the Principal Chief Conservator of Forests in 2021,  with regard to putting in place crucial infrastructure and equipment, which could help them prevent and control fires. Unfortunately, they may not have been followed by Forest Department, he said.
