Youth falling prey to substance abuse despite COTPA cases

VASCO: Despite thousands of smoking, spitting and COTPA cases being booked by the police and other authorities, youth are still  falling prey to these addictive substances.
Consumer activist of GOACAN Roland Martins said that community participation such as social, religious, educational and non governmental institutions should come forward to create awareness and stop the spread and sale of such products and that rules need to be strictly implemented. 
Police officials stated that on an average around 20 persons daily are being fined  under the prevailing laws.
