MARGAO: The Goan Seamen Association Of India (GSAI) on Friday brought to the attention of the Union Shipping Minister, AYUSH Minister, NRI Commissioner, Goa to provide relaxation for those seafarers who have been debarred for a period of five years from applying Indian Continuous Discharge Certificate (CDC) vide DG Shipping circular.
As the DG Shipping Circular No. 01 of 2016 has debarred some sailors from voyaging, the GSAI has demanded a review of debarment of CDC registered on March 7, 2016.

“Since some of the shipping companies started planning their voyage schedule it is ray of hope to our seafarers to get back on ship and since the company told our seafarers to have Indian CDC as a mandatory document, it is a matter of concern to those seafarers who have been debarred for five years in accordance with the Rule 9(9) of MS (CDC) Rules, 2017 from applying Indian CDC,” reminded President of GSAI Frank Viegas.
Since most of the seafarers have jobs and has been working for the past so many years, the GSAI has requested to consider on the basis of sea service experience to issue Indian CDC and to pardon them by giving relaxation so that their jobs can be secured since most of the family members are dependent on their livelihood at a time when the world is fighting COVID-19 pandemic and jobs are becoming scarce.
