PANJIM: Former Chief Minister and Navelim MLA Luizinho Faleiro has written to Union Minister of State for Ports, Shipping and Waterways, Shripad Naik, calling upon him to prevail upon the Centre to repeal the disastrous Major Port Authorities Act, 2021 so as to protect the identity, character and landscape of the State.
In the letter Faleiro has drawn Naik’s attention to the Legislative Assembly Question reply to his unstarred question on July 29, 2021, to which Deputy Chief Minister Chandrakant (Babu) Kavlekar has admitted that the Act will make redundant the Goa Town and Country Planning (TCP) Act and the Regional Plan/Outline Development Plans (ODPs) made thereunder and the Goa Municipalities Act, the Goa Panchayati Raj Act, the Goa Land Development and Building Construction Regulations, 2010 and the Goa Land Revenue Code.

Faleiro has also pointed out to the admission of Kavlekar in the reply that the Act has the potential to usurp the powers of the State and local bodies. He has further stated that Kavlekar’s admission confirms that the Act will trample the powers of the State and local bodies, which is an assault on the federal structure.
The Navelim MLA has called upon North Goa MP Naik to take a firm stand and oppose the ‘disastrous Act, which will destroy Goa and its landscape’.
“I have also brought to the notice of Naik vide my letter that the Act has torn into the federal nature of our administrative set up which is condemnable,” Faleiro said, calling upon the Union Minister to act promptly in the matter and prevail upon the Central government in that regard in the interest of the State.
