PANJIM: Goa Police is likely to implement its transfer policy this month, draft of which was in place over two years ago, but which never took off. A senior police officer said that the draft policy, with minor modifications, will ensure that the top police brass strives to improve the efficiency of the force.
As per the policy, a police inspector will be transferred for a two-year term while a police sub-inspector will be posted for three years at their respective police stations, except under unavoidable circumstances.
The draft policy, which was finalized just few days before the BJP-led government completed a year in office, also sought to restrict the transfers of the officers as a tool to punish or harass them, while also making it mandatory that newly recruited PSIs and constables be posted in police stations to gain field experience after completing the required training.
Chief Minister Laxmikant Parsekar was recently quoted as saying that the transfer policy will be enforced soon. “The policy will be implemented in the second week of April,” a police officer said, adding that it also proposed that transfer orders by and large be issued by mid-May to enable the men in khaki to join their new place of posting by the first week of June considering their personal responsibilities as well.
As per records available with the government, nearly 500 personnel of whom 461 are from the rank of constables to PSIs have been serving at a particular place of posting for over three years.
Meanwhile, the draft policy also highlights that a police officer is barred from taking a posting in the home town police station or sub-division except during the two or three years of his service.
“Request transfer applications will be considered only if the applicant has completed two years in his/her place of posting or has compelling reasons which shall be examined before the IGP. No TA/DA, joining time will be admissible in such cases. Moreover, applicant will have to give a minimum five options for postings not including the place where he/she has already served,”
