PANJIM: In a bid to fast-track infrastructure project and fill the gaps, the State government has decided to prepare a master plan, in lines with Prime Minister Narendra Modi’s ‘Gati Shakti National Master Plan’- which aims to bring in an integrated planning and execution of large scale projects.
An Empowered Group of Secretary’s (EGoS) under Chief Secretary is been constituted for implementation of the Gati Shakti State Master Plan.

As per the notification issued by Secretary Industries Amalia Pinto the EGoS will have to undertake infrastructure audit for the planned or proposed economic zones in the State along with identifying the infrastructure gaps, which would be addressed through the Master Plan.
The EGoS is being asked to set out a procedure and a definitive timeframe for synchronisation of various activities for construction of roads, rails, etc. along with all utility services in an area-based approach for development of infrastructure on pilot basis.
The Group that comprises of Secretaries of various departments is given powers to co-ordinate for any changes in the project already included in the Plan, within the prescribed framework and norms.
“The EGoS will also look at the interventions required to meet the demand side, in efficiently transporting bulk goods based on the requirements of various departments,” the notification stated.
The 16-members EGoS consists of secretary PWD, Civil Aviation, Finance, Ports, River Navigation, Industries, Agriculture, Fisheries, Mines, Tourism, Power, Urban Development, Transport and Information Technology.
The PM Gati Shakti – National Master Plan was announced last year with an aim to break departmental silos and bring in more holistic and integrated planning and execution of projects.
