The Corporation of the City of Panaji’s meeting to discuss the tendering process of the City’s pay parking witnessed an uproar and heated discussion between the corporations, the Commissioner and the Mayor on Monday
The controversy surrounding the pay-parking issue reached a boiling point during a recent special meeting of the CCP (City Corporation of Panaji), with opposition councillors strongly asserting that it amounted to a significant scandal.

In response, the Corporation defended the pay parking contractor, who continues to collect fees. They clarified that this contractor had secured the bid for a fresh tender issued in July, emphasizing that the contractor had already submitted 70% of the bid amount along with a bond guarantee, totaling over Rs 1.60 crore to the CCP. They added that this extension was essential because the contractor is responsible for staffing the collection of parking fees, and if the contract were not extended, there would be no other personnel available for ticket collection.
Initially, the CCP had entered into a three-year contract for pay-parking fee collection, set to conclude on February 14. However, it was extended by an additional six months before concluding on August 24.
Mayor Rohit Monserrate mentioned plans to initiate a new tender process.
In a previous ordinary CCP meeting, opposition councillors had alleged that the pay-parking contract was extended twice without proper procedures or discussion in the Corporation meeting. Mayor Rohit Monserrate had assured them that a special meeting would be convened to address and approve pay parking in designated areas.
