PORVORIM: Chief Minister Manohar Parrikar on Friday informed that the Employment Policy for the state would be ready within this month wherein it will address the issue of temporary and contractual employees of the government sector in phased manner upon completion of certain period in service. He also said that by August end almost half the government departments would be cleared and recruitment process would begin for nearly 2,500 positions.
Parrikar also informed that policy will call for affirmative action for employment with the focus related to employment of Goans in all types of private industry. He also said “The government desires to address the problem associated with unemployment by being out an appropriate policy by end of this month. In government sector, the policy shall address the issue of temporary and contractual employees in phased manner whereby upon completion of certain period in service regularisation will be considered subject to adherence to guidelines being formulated.”
He said, “For certain categories of position in government employment for all future recruitment’s minimum 2 years of experience in related type of job profile will be given preference. This to ensure that government staff functions with experience and are well versed in the situation prevailing in the private sector.”
Parrikar further informed that HLEC and IDCO committees have already covered 32 departments and by August end almost half the government departments would be cleared and recruitment process would begin for nearly 2,500 positions.
“For common positions like LDC in government, a common selection test for all vacancies existing across the government departments will be conducted. This will ensure that prospective candidates are not subjected to repeated test again and again.” he added
Speaking further of employment in private, Parrikar said that the policy will call for affirmative action for employment with the focus related to employment of Goans in all types of private industry and already demonstrated by the provision in IT policy and industries policy.
“The Industry employing 80 per cent Goan at certain level and above will be entitled for nearly 25 to 50 per cent of the subsidy in wages and salaries being disbursed. For new works contract up to amount of Rs 25 lakh will be awarded to Goan contractors only. Young graduates will be encouraged to take up this scheme wherein initial percentage of advance being given for works contracts can be suitably enhanced to ensure working capital in the hands of the young entrepreneur.”Parrikar informed
