PANJIM: The High Court of Bombay at Goa has directed the Department of Tourism and the Captain of Ports to dispose of show cause notices issued to 20 water sports operators at Baina beach for not following the queue system, ‘as expeditiously as possible’ and in any case within 15 days from the date of the order.
Hearing a writ petition filed by Baina Water Sports Association through its secretary Rajendra Rane, the Department of Tourism informed the Court that it had issued three show cause notices to violators and were about to issue notices to 17 more operators within next two days. The Captain of Ports had issued show cause notices to seven violators.

The Court directed both, the Department of Tourism and the Captain of Ports to dispose of the show cause notices in accordance with law and on their own merits as expeditiously as possible and in any case within next 15 days. The decision on these notices must be communicated to the petitioner within next three weeks, the Court said.
The Division Bench comprising Justices Mahesh Sonak and Valmiki SA Menezes has further directed the Director of Tourism to dispose of the petitioner’s representation dated December 1, 2023 in accordance with law and on its own merits as expeditiously as possible and in any case within a month from the date of order.
The Association in its petition had complained about the non-implementation of the queue system and several other grievances related to water sports activities at Baina beach. They had submitted a representation/complaint dated December 1, 2023 to various authorities including the Director of Tourism and the Police Inspector of the Coastal Police Station and contended that their grievances were not promptly redressed by the authorities.
