Electricity bills payment

I received my electricity bills - dated October 27, 2014 to January 5, 2015 - a few days before the last date of payment (March 31, 2015). I went to Jana Utkarsh Urban Co-operative Society Ltd, Calangute on March 31 for payment, but the bank was closed as the staff was completing financial year-end work.

 I asked about how I could pay the bills while avoiding the delayed payment charges (DCP). 
The staff, although refusing to accept payment on that day, said that the DCP “will” be taken if the bills were paid after March 31.
I was told to talk to the electricity department, which I did right then. An officer told me that an extension up to April 6 2015 was available to pay the bills without the DCP, and that the bank was informed accordingly.
I made the payment, minus the DCP, on April 6. On May 6, I received bills dated January 6 – March 16, 2015. Arrears had been added to them. I contacted the department and was informed that these arrears were the DCP for the last bill. I fail to understand how the department works. 
They waive off these late charges and then add the same to the next bill.
They issue bills after months, and the amounts are expensive for retired people like me, or any person for that matter. I am now told to talk to the assistant engineer to ‘solve’ this issue. 
The workers should acknowledge their mistakes and correct them instantly, rather than make us senior citizens run from pillar to post. The DPC amounts may seem small to each household, but add it up and you get a huge scam by this department. Can any authority look into this and question these incompetent people?
