The Margao Municipal Council (MMC) has initiated action after its CCTV surveillance sys tem recorded a van illegal ly dumping garbage at a known black spot in the city, an incident that once again highlights the persistence of illegal dumping despite sur veillance and penalties. Municipal officials said the dumping was detected during a review of CCTV footage, which showed a van stopping along the Comba ring road and un loading gunny bags filled with waste before driving away. The stretch is among several locations that have repeatedly witnessed such violations over the years. Following the detection, MMC Chief Officer Madhu Narvekar lodged a formal complaint with Margao po lice, submitting the CCTV footage along with the regis tration number of the vehicle and seeking action under the applicable legal provisions. While the CCTV visuals en abled the civic body to identify the offending vehicle, the incident has brought into fo cus the continued failure to deter illegal dumping in the city. Officials acknowledged that dumping persists at sev eral black spots despite the installation of surveillance cameras, the imposition of fines and repeated warnings. Municipal sources said offenders continue to tar get habitual dumping lo cations, often during late night or early-morning hours, pointing to gaps in enforcement on the ground. The Comba ring road area, in particular, has figured re peatedly in complaints and clean-up drives. The case has renewed at tention on the limitations of existing measures, with surveillance largely allow ing action after violations rather than preventing them. Despite monitoring and pen alties, illegal dumping con tinues to undermine clean liness efforts across Margao. The MMC said it would pursue the case with the police and continue action against those found dump ing garbage illegally, even as recurring violations contin ue to raise questions over the effectiveness of current enforcement mechanisms.
