BJP MLA RK Imo Singh has urged authorities to streamline the Protected Area Permit (PAP) application process for visiting Manipur, citing hardships faced by applicants, especially members of the Manipuri diaspora. In a letter to Governor AK Bhalla, with a similar appeal sent to Union Home Minister Amit Shah, Singh said the current PAP system, though important for security, suffers from procedural contradictions, lack of clarity, and unclear timelines. He pointed out that pre-arrival application requirements often create uncertainty for visitors travelling for medical treatment, funerals, family emergencies, or cultural obligations. Singh proposed making the online PAP system more robust by allowing applications from outside India, enabling document uploads, tracking application status, and fixing a clear timeframe for approvals. He said these reforms would improve transparency without compromising security.
