The proposed FCRA Amendment Bill’s provision allowing a government-appointed authority to temporarily seize and permanently repurpose NGO properties, including schools and hospitals, has drawn strong criticism from South Goa MP Capt Viriato Fernandes. Fernandes said the provision had triggered a “fear psychosis” among civil society organisations, NGOs and minority institutions.
