The PWD, before the Model code of conduct was announced mysteriously, has concealed water pipes in roadside drains and then covered the drains by rubbles and mud to avoid detection, a feat and speed achievable only by the intelligent planning of the PWD officials racing against time due to the Code.
The water drains, which were constructed a short while back in the road widening areas by using the tax payer’s money, today have been sabotaged by the same PWD to conceal their water pipeline. However, PWD officials refused to offer reasons for sabotaging the drains when asked why the same line could not be installed alongside the existing drains.
I would simply say the PWD needs lessons in job planning, execution and implementation to avoid sabotaging existing infrastructure!
