Why not give the police power to fine people who drink and smoke in areas where this if prohibited? Issuing verifiable receipts will prevent the unscrupulous from pocketing the fines collected. Not only will this vastly improving the ambiance for all who frequent the glorious beaches of Goa it will also bring in much needed revenue.
