Russian murder accused denied bail

PANJIM: A local court has denied bail to a Russian national who is accused in a murder case because of his foreign nationality, reasoning that the offence he is accused of is grievous. Twenty seven year old Alexander Ippolitov, a Russian national is in judicial custody since January 21at Mapusa judicial lock up for allegedly murdering his friend, Oskar, at Pernem. Two bail applications filed by him have been rejected by the Additional Sessions Judge, Mapusa. “The offence is of serious nature, punishable with imprisonment for life or death and fine. The accused is also a Foreign national. Considering the gravity of the offence the accused is not entitled to bail,” the order by Judge P V Sawaikar reads. The public prosecutor objecting to the bail plea had argued that he should not be given bail, “considering that he could take advantage of being a foreigner and might jump bail”. “There is every possibility of the accused threatening or influencing the witnesses. He is a foreign national. There is every possibility of his jumping bail,” the PP had argued.

The incident had happened when the three Russian friends –Oskar, his wife Veronica and the accused were on the second floor terrace of a rented building at Arambol. While the three sides of the terrace were barricaded with flimsy bamboo sticks, the eastern side of the terrace was left open, from where the accused and the victim had reportedly fallen off. Police termed this as murder.

The Prosecution in the present case had argued for denial of bail to the accused on the grounds that the he is a foreigner.

When asked to comment, Advocate Vikram Varma who is representing the accused told this reporter, “I have the highest respect for the Indian Judiciary. I cannot however predict the outcome of any judicial proceedings either in India or in Russia. I am informed that this matter is being debated on the internet but under the provisions of the International Covenant on Civil and Political Rights, I can confirm that in matters of life and liberty, Indians in Russia are treated as equal to Russian citizens, both by the Russian authorities as well as the judiciary. These are reciprocal courtesies between friendly sovereign nations.”
