Can helmets prevent Accidental death?

I cannot understand how the minister for transport and director of transport can say that helmets and only helmets can prevent accidental deaths. I have seen a number of deaths when someone is driving a car. There are number of factors which cause accidents.
Our roads are uneven and full of potholes. Our junctions are dangerous and many times there is no policeman to give directions. Two wheelers do not follow rules and drive in no entry zones. Youngsters drive very recklessly and very fast. Two wheelers and even cars overtake on the wrong sides. Pedestrians use the road even if there is a footpath and sometimes the footpath is occupied by shopkeepers. 
So the director of transport should make a survey of all the elements that are unsafe on the road. Lastly there are stray cattle on the roads and during the night these cattle are undetected due to poor street lights leading to many accidents. What about vehicles driven by drivers whoare drunk? Are there any policemen on the roads to check this?
