Whilst surrounding the Secretariat with more CCTV cameras is useful they are only effective after an incident helping to identify the miscreants and determining the timescale of the event.
Terrorists by their very nature are not concerned for their own safety and will not be deterred by a few cameras once they have identified a target. Whilst CCTV has a place physical barriers and restraints are far more effective.
